At these most recent meetings, the following items were discussed:

• Post COVID-19 administrative arrangements: The PCRS highlighted their wish to issue a revised post-COVID administrative circular to ensure that they meet probity requirements as expected by the Auditor General. The IPU highlighted that whilst we agree with the principles of good financial management and audit, the processes contained within the current draft are not feasible given the fundamental changes that were introduced with the introduction of healthmail. The IPU delegation highlighted to the PCRS that retrofitting the old solution is unworkable, and outlined our commitment to find a solution that could be implemented without impacting patient care;
• Owings: Most contractors now have the IT owings functionality in place. In circumstances where it is not possible to implement the owings functionality for reasons outside of the contractors’ control, we have made it clear to the PCRS that the contractor cannot be held responsible. The IPU and PCRS are engaging with the system vendors to ensure that they enable the IT functionality for all contractors;
• Exempt Medicinal Products (Unlicensed Medicines) list: The IPU delegation brought to the PCRS’ attention concerns from members regarding their inability to purchase EMP at the price agreed by the HSE with suppliers. The PCRS delegation advised on their intention to review the list and update it in the coming year; and
• Electronic Claim Submission: Beginning in January 2024, the PCRS will accept only electronic transmission of claims for reimbursement, meaning pharmacies will no longer have the option to manually submit claims. To qualify for early payment, electronic claims must be received by the PCRS no later than midnight on the third working day of the month.
