AGM Motions 2024
The following motions were proposed in accordance with Article 23 of the IPU Constitution

“That this AGM calls on the Minister for Health to immediately address the IPU’s long standing claim for a fee increase, and demands urgent delivery to allow us to maintain current service levels. The sector, after a 16 year pay-freeze, will have to be adequately funded and resourced before any new services can be implemented.”

“That this AGM calls upon the Department of Health to prioritise the certification of pharmacy information systems. By doing so, it ensures these systems meet high standards of data security, privacy, and interoperability, enabling them to contribute effectively to the healthcare ecosystem and reduce the need for secondary paper records.”

“That this AGM calls upon the Department of Health to provide appropriate resources and support to the HSE PCRS for the purpose of conducting a comprehensive review of the administration of community drug schemes to ensure the HSE PCRS has what it needs—money, expertise, and the authority to modernise the system. Also, that community pharmacies get the help they need for technical upgrades, training, and making their processes better, so they can smoothly add any new IT solutions.”

That the IPU calls on the Department of Health to commit to a national strategy aimed at eliminating the reliance on paper within community pharmacy settings.

“That the IPU calls upon the Department of Health to establish formal mechanisms for the inclusion of pharmacists and the IPU in the planning, development, and decision-making processes of healthcare policy, programmes, HSE regions, and any pharmacy related HSE projects.”

“That this AGM calls on the Minister for Health, to immediately appoint and resource a Chief Pharmaceutical Officer at assistant secretary level within the Department of Health. This role will be vital to ensure recommendations from the Expert Taskforce become national policy and will lead to the establishment of a strategic vision for pharmaceutical care for the population.”

“That this AGM calls on Bernard Gloster as CEO of the HSE, to immediately appoint a Chief Pharmaceutical Officer to the HSE senior leadership team. This role will be essential to ensure the effective planning, resourcing, and implementation of recommendations from the expert taskforce, and will facilitate full oversight and improvement of pharmaceutical care across the health service, especially at transitions of care.”

“That this AGM calls on the Department of Health to implement a policy of a standard pack size for medications in Ireland. This will facilitate patient compliance and will reduce administrative workload in pharmacies and reduce risk within the dispensing process.”

This service should enable secure and streamlined access to national clinical information systems through a single action taken by the user each day.”

“That this AGM calls on the PSI to immediately expedite the process of registration for pharmacists who qualify outside of the EU under the Third Country Qualification Route and to implement this as a matter of urgency, similar to what is currently in place for nurses and doctors.”

Before the closing procedures of the AGM, Dermot Twomey passed the IPU President’s chain to Tom Murray, officially announcing him as President of the IPU. Mr Murray paid tribute to Mr Twomey and Vice-Chair Ann Marie Horan for their contribution to the IPU. The new Standing Committee comprises Mr Murray as President, alongside Caoimhe McAuley as Vice-Chair and John Brassil as Treasurer.
